1. Boil a large pot of water, add salt and cook pasta according to package instructions until al dente. Drain and set aside.
2. In a medium saucepan, melt butter over medium heat. Add flour and whisk to combine until smooth, let cook for about 1 minute.
3. Gradually pour in the whole milk while whisking continuously until smooth. Add bay leaf and simmer over low heat for 10-15 minutes, stirring occasionally to prevent sticking.
4. Remove bay leaf and turn the heat off. Grate both white cheddar and gruyere cheeses and slowly add to the sauce, whisking until melted and smooth. Season with nutmeg and salt and pepper to taste, stir until well combined.
5. Combine pasta and cheese sauce, mix gently until pasta is evenly coated with the sauce. You can serve it directly from the pot or transfer to a serving dish.
