In a large skillet, brown the ground beef over medium-high heat. Drain the excess fat and return to the skillet.
Add the diced bell peppers, onion, garlic powder, onion powder, salt, and pepper to the skillet. Cook for about 5 minutes, or until the vegetables are slightly softened.
Stir in the rice, tomato sauce, and beef broth. Bring the mixture to a boil and then remove from heat.
Spray a 9x13 inch baking dish with cooking spray and pour the beef mixture into the dish. Spread it out evenly.
Cover the baking dish with aluminum foil and bake for 35-40 minutes, or until the rice is cooked through.
Remove the foil and sprinkle the shredded mild cheddar cheese over the casserole. Return to the oven for 5-7 minutes, or until the cheese is melted and bubbly.
