Preheat your oven to 350°F (180°C) and lightly grease an 8-inch square baking pan.
In a large bowl, combine the pumpkin pie filling, coconut milk, vegetable oil, syrup, and cinnamon until smooth.
Add in the oatmeal and cream of tartar, and mix well until all the ingredients are combined.
Pour the mixture into the prepared baking pan, and spread it evenly.
Bake for about 25-30 minutes, or until the center is set and a toothpick inserted comes out clean.
Remove the bars from the oven, and let them cool in the pan for 10 minutes before cutting them into squares or rectangles.
If desired, serve the bars with a dollop of strawberry or grape jelly, or even toasted bread.
