In a large mixing bowl, combine grated potatoes, onions, flour, and beaten eggs. Season with salt and pepper.
Heat oil in a frying pan over medium heat. Scoop spoonfuls of the potato mixture into the pan, forming small fritters. Fry until golden brown on both sides.
